The nuclear issue was not discussed during the talks held in Switzerland, a source close to Iran’s negotiating team as quoted by Tasnim stated, APA's Tehran bureau reports.

According to the report, the Iranian delegation traveled to Switzerland to monitor the implementation of Clause 13 of the memorandum.

It was stated that, under Clause 13, the implementation of Clause 1 — ending the war on all fronts, including Lebanon; Clause 4 — lifting the naval blockade; Clause 5 — initiating the process of reopening the Strait of Hormuz; Clause 10 — granting exemptions related to the lifting of sanctions imposed on Iranian oil, petrochemical products, and derivatives; and Clause 11 — beginning the release of assets, must be ensured before the start of negotiations on a final agreement in the next phase.

According to the source, despite the signing of the memorandum, Israel's attacks on Lebanon continue, and therefore the Iranian delegation focused primarily on the implementation of Clause 1.

The source added that, according to a statement issued this morning by Qatar and Pakistan, a “conflict resolution” section will be established in Lebanon with the participation of Iran, the United States, and Lebanon, mediated by Qatar and Pakistan, to oversee the implementation of Clause 1.

Thus, mechanisms have been established for the implementation of Clause 1 regarding Lebanon.

It was also noted that although the naval blockade has been lifted, Iran does not consider the reopening of the Strait of Hormuz to be the same issue as lifting the naval blockade.

According to the agency, the reopening of the Strait of Hormuz and future negotiations are linked to the implementation of other provisions, including the implementation of Clause 1 concerning Lebanon and Iran, the lifting of sanctions imposed on Iranian oil, and the beginning of the release of assets.

The source emphasized that if Clause 13, particularly Clause 1 concerning Lebanon, is not implemented as a priority, Iran will consider its commitments to be “reversible.”

According to the source, the main Iranian delegation has completed its talks in Switzerland, but experts remain there to monitor the implementation process of the memorandum.

It was stressed that no negotiations have so far been held on the nuclear issue, and Iran is awaiting the implementation of Clause 13, considering that the time has not yet come to begin nuclear negotiations until that clause is fulfilled.
