Meanwhile, more than 60 million people in the states of Ohio and Virginia are preparing for potential flooding.
More than 700 flights at airports in New York and New Jersey have been delayed due to severe weather conditions.
Power outages have affected 85,000 customers in New York.
No forecast has been issued indicating when the weather conditions are expected to improve.
