The application of the law on humanization of punishments, which was signed by the president of Azerbaijan in 2017, can be assessed as an amnesty, Chairman of the parliamentary Committee on legal policy and state building Ali Huseynli said at a plenary session of the parliament on Friday, APA reports.
According to the draft law on humanization of penalties, 15 crimes were decriminalized and about 300 amendments were made, said Huseynli.
The committee chairman noted that the draft law included reconciliation with the victims in 52 criminal offenses and conditional release for crimes against property and economic crimes, with the condition of compensation in multiple amounts.
“According to the amendments that came into force on December 1 last year, the situation with regard to execution was as follows: Until today, more than 4,000 appeals were sent to courts in connection with the application of the law. Consequently, 479 prisoners were released, 585 prisoners got their prison terms reduced, and 465 prisoners, who were sentenced to other kinds of punishments, were also released,” he said.
The MP went on to say: “Currently, there are still 1,700 appeals in connection with the application of the law. Appeals on about 5,000 prisoners are expected to be sent to courts as well. The forecast in connection with the implementation of the law is that 1,500 prisoners will be released and sentences of thousands of prisoners will be mitigated in some form. Thus, the application of the law on humanization of punishments can be assessed as an amnesty.”
