According to Ministry’s press service, the State Financial Supervision Service has inspected the spending of funds allocated from the state budget for executive powers in two regions, reconstruction of regions, capital and current repairs of roads and buildings where the housing resources and budgetary organizations are situated, housing and communal services agencies, 14 departments of Ministry of Education, 4 of Health Ministry, 1 of Ministry of Youths and Sports, 1 of Ministry of Ecology and Natural Resources, 2 under the State Migration Service and Ministry of Taxes, 2 scientific-research institutions of the National Academy of Sciences of Azerbaijan and Azeristiliktechizat OJSC. The Service also inspected the status of implementation of the project Second National Water Supply & Sanitation Project in 2011-2014, works of financial departments of Aghstafa, Agjabadi and Agdash regions on drawing up and execution of local revenues and expenditures, as well as spending of funds allocated for investment expenditures on repair-construction works in Narimanov district, financial and economic activities of the embassies of Azerbaijan in Turkey and Embassy of the Republic of Azerbaijan to Commonwealth of Australia New Zealand and Republic of Fiji, Consulate General in Batumi.
The inspections revealed that the funds allocated from the state budget were paid more by not complying with the requirements regulating spending of those funds. AZN 7,165,140 of AZN 7,949,470 has been transferred to the state budget by offenders, inspection materials on misappropriation of AZN 1,502,790 in the Azerbaijan University of Technology of the Ministry of Education have been sent to the General Prosecutor’s Office, teaching in a secondary school, which does not actually operate, has been stopped, number of pupils have been reduced by 297 pupils who were involved as a result of psychological- medical- and pedagogical commissions (PMPC) and other baseless payments have been stopped.
As a result of inspections, AZN 1,669,560 of AZN 2,392,200, which was baseless payment, has been transferred to the state budget by the offenders, inspection materials on misappropriation of AZN 132,900 in Hajibadalli department of Agjabadi Executive Power, AZN 130,740 in Zazali department of Samikh Executive Power, 233,910 in State Machines Testing Station of the Ministry of Education, AZN 156,810 in ''Tahsil'' Republican Sports Center Sumgait branch (total of AZN 654,360) have been sent to General Prosecutor’s Office.
According to the letters and court decisions, the specialists of the Service inspected the problems in 29 enterprises, which were written in letter and decisions, and inspection materials on misappropriation of AZN 625,240 have been sent to the General Prosecutor’s Office.
Moreover, AZN 1,414,450 has been transferred to the state budget during the investigation in the objects that inspection materials on misappropriation of funds had been sent to the General Prosecutor’s Office before.
Relevant protocols have been compiled about the officials who allowed irregularities in the budgetary organizations, 931 officials have been fined AZN 576,000 and these funds have been transferred to the state budget.
In order to eliminate and prevent such irregularities, letters have been sent to the central and relevant executive bodies, their financial departments on the districts. Heads of financial departments on Aghstafa and Agjabadi regions have been dismissed due to irreegularities.
