The creation of three new tourism and recreation zones in Azerbaijan, as well as the development of eight new mountain hiking routes, is planned, APA-Economics reports.
This is reflected in the Action Plan of the “State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030,” approved by the Order of President Ilham Aliyev dated August 20, 2026.
According to the document, three new tourism and recreation zones will be created in 2027–2030. At least three tourism centers are planned to be established within these zones.
The selected tourism centers will be provided with social, cultural, administrative, engineering and utility, road and road transport infrastructure in accordance with master development plans. Subsequently, it is planned to attract private investment to these areas and implement public-private partnership projects.
The State Program also separately provides for the development of mountain hiking tourism. The existing 40 hiking and trekking routes will be assessed, while an additional eight mountain hiking routes will be identified, marked and digitally mapped. The establishment of base camps and light tourism infrastructure along the selected routes is also planned.
The State Tourism Agency is the main implementing body for the creation of the new tourism and recreation zones. The Ministry of Economy, the Ministry of Ecology and Natural Resources, the State Committee on Urban Planning and Architecture, the Ministry of Digital Development and Transport and other relevant bodies will participate in the process.
