Restrictions for public officials have been revealed, APA reports.

This is reflected in the draft law "On Conflict of Interest," which was submitted for discussion at a joint meeting of the Legal Policy and State Building Committee and the Defense, Security and Anti-Corruption Committee of the Milli Majlis.

Restrictions related to accepting gifts and receiving ordinary hospitality are determined by the Law "On Combating Corruption."

A public official may not represent an institution in matters involving their own personal interests or those of other persons, including in relations with individuals or legal entities from whom they receive income in any form. A public official may not act as a representative of third parties in matters concerning the institution during their period of service. For 2 (two) years after dismissal from office or termination of their powers, a public official may not act as a representative of third parties in matters concerning the institution where they worked.

Except for scientific, pedagogical and creative activities, a public official may not hold an additional position at their primary or secondary place of employment (including on a part-time or temporary replacement basis) or engage in outside activities without the opinion of the competent authorities.

A public official may hold an additional position (including on a part-time or temporary replacement basis) or engage in outside activities only if performing such additional duties or outside activities does not create a conflict of interest with their primary duties and does not hinder the effective performance of those duties.

Activities carried out outside working hours that are unrelated to the performance of official duties are not considered outside activities if they are not aimed at obtaining material or other benefits, privileges or concessions. A public official may engage in scientific, pedagogical and creative activities in accordance with the Constitution and laws.

A public official may not engage in advertising or express opinions about an entrepreneur or the goods produced or imported by them (or the work performed and services provided by them) in exchange for personal interests, including any form of remuneration.

A public official may not use official information related to the performance of their duties or legally protected secrets obtained in connection with the performance of their official duties, either during their employment or after the termination of their official powers, for purposes unrelated to the performance of their official duties, including for their own benefit or that of third parties.

A public official may not use state or municipal property, including financial resources, communication, computer and other communication systems, vehicles and other material and technical equipment, for personal interests or purposes unrelated to the performance of their official duties.
