"Regulating free legal aid through a separate law is of great importance in terms of expanding citizens' access to justice," MP Nigar Mammadova said during discussions on the new draft law "On Free Legal Aid" at today's session of Azerbaijan's Milli Majlis, APA reports.
The MP stated that financial difficulties should not prevent any citizen from receiving legal protection:
"Because the real guarantee of rights is measured by the accessibility of opportunities to defend those rights for everyone."
Nigar Mammadova positively assessed the digitalization of the application process envisaged in the draft law:
"Expanding integration between state information systems could prevent the repeated collection of information and create conditions for more transparent and efficient management of applications."
According to the MP, citizens should be able to track the status of their applications and the stage they have reached through the electronic system:
"In particular, expanding integration between state information systems is important. At the same time, it is also essential that the electronic system be more convenient and understandable for citizens. The ability to obtain information electronically about the stage of an application, what information is being verified and the status of the process would increase citizens' awareness and strengthen confidence in the application process.
I believe that digitalization should not be limited to the electronic submission of documents. The main goal is to organize the entire process in a coordinated, automated and transparent manner as much as possible. In this regard, in line with the policy of digitalizing public services, I consider it appropriate to gradually improve the electronic infrastructure in the field of free legal aid as well. We must establish a system in which citizens spend their time defending their rights rather than chasing documents, lawyers' work is objectively evaluated, and everyone has access to quality legal assistance."
