The issue of expelling Ramiz Mehdiyev from membership of the Azerbaijan National Academy of Sciences (ANAS) was considered at a meeting of the Academy's Presidium, ANAS said in response to APA's inquiry.
It was reported that, under Clause 3.6 of the Regulations on the Election, Rights and Duties of Members of the Azerbaijan National Academy of Sciences, approved at the Academy's General Assembly on November 23, 2023, if a member of the Academy commits actions that discredit the country and the Academy or fails to fulfill their duties, the issue of their expulsion from ANAS membership is discussed at a meeting of the ANAS Presidium. A corresponding decision is then adopted and submitted to the ANAS General Assembly for approval.
Opening the meeting of the ANAS Presidium, President of ANAS, Academician Isa Habibbayli, stated that Ramiz Mehdiyev had committed criminal acts that discredited the country and violated the requirements established by the Academy's Charter for its members. It was noted that the Baku Court of Grave Crimes had sentenced him to 14 years of imprisonment. The criminal acts committed by Ramiz Mehdiyev, who had made plans to change the constitutional order of Azerbaijan's independent state, were described as a betrayal of the country's independent statehood, unforgivable actions unworthy of an Academy member and damaging to the respect and reputation associated with the title of scientist. It was stated that Ramiz Mehdiyev, who had committed treason against the state and had been sentenced to severe punishment by a court, could not remain a member of ANAS.
For all these reasons, taking into account the criminal acts committed by Ramiz Mehdiyev, which were deemed unworthy of a citizen of the country and a member of the Academy, as well as the 14-year prison sentence handed down by the Baku Court of Grave Crimes, his expulsion from ANAS membership was considered appropriate, and the issue was submitted for discussion by the members of the ANAS Presidium.
Members of the ANAS Presidium strongly condemned the criminal acts of Ramiz Mehdiyev, who had betrayed the independent state, attempted to change the constitutional order, and acquired illegal wealth by abusing his official powers, describing these actions as unworthy of a scientist. They emphasized that these acts, proven in court, were unacceptable and stated that he had no place among the members of the Academy.
It was noted that it was unforgivable for Ramiz Mehdiyev, who had spent many years in public administration and extensively benefited from opportunities provided by the state, to take the path of treason.
At the meeting of the ANAS Presidium, the issue of expelling Ramiz Mehdiyev from Academy membership was put to a vote and approved.
It was stated that, according to the requirements of the Regulations on the Election, Rights and Duties of Members of the Azerbaijan National Academy of Sciences, this decision of the ANAS Presidium must be approved by the ANAS General Assembly.
At the end of the meeting, the ANAS Presidium adopted a decision to convene the ANAS General Assembly on October 30, 2026.
Note that former Head of the Presidential Administration Ramiz Mehdiyev was sentenced to 14 years of imprisonment by a verdict of the Baku Court of Grave Crimes.
According to the verdict, taking into account Ramiz Mehdiyev's age and health condition due to his illnesses, it was decided under Article 70 of the Criminal Code that the imposed prison sentence would be suspended.
The verdict also included a decision to submit a recommendation for consideration of stripping Ramiz Mehdiyev of his state awards.
The verdict also provided for the confiscation of Ramiz Mehdiyev's property in favor of the state.
Recall that a criminal case against Ramiz Mehdiyev was initiated by the State Security Service in October 2025. Ramiz Mehdiyev was charged under Articles 193-1.3.2 (legalization of criminally obtained property), 274 (high treason), and 278.1 (actions aimed at the forcible seizure of power or forcible change of the constitutional order of the state) of the Criminal Code.
Ramiz Mehdiyev served as Head of the Presidential Administration from 1995 to 2019.
