A draft law "On Conflicts of Interest" has been prepared, APA reports.
The draft law was submitted for discussion at a joint meeting of the Milli Majlis Committees on Legal Policy and State Building and Defense, Security and Combating Corruption.
The draft law consists of 5 chapters and 27 articles and regulates issues related to preventing conflicts of interest in the activities of public officials and eliminating their consequences in order to increase efficiency and transparency in their activities, ensure that their activities serve state and public interests, and strengthen public trust in them. It also establishes restrictions (prohibitions) applied to prevent conflicts of interest during the performance of their official duties and after leaving office.
According to the draft, the principles of managing conflicts of interest include ethical conduct, the priority of state or public interests, early identification of conflict-of-interest risks and prompt response to these risks, transparency in the activities of public officials, protection of the right to trust in the activities of public officials, accountability and responsibility in their activities, integrity, objectivity, and impartiality.
Initial measures to prevent conflicts of interest include the disposal of assets by a public official, refraining from participating in the decision-making process on a specific matter except in cases provided for by law, rejecting any proposal that contradicts restrictions (prohibitions) established for public officials in regulatory legal acts, and submitting an application for dismissal from office if the conflict of interest persists.
If adopted, the law will enter into force six months after its publication.
