A court hearing has been held in the criminal case of Vugar Aliyev, former head of Azerbaijan Energy Construction and Installation OJSC (Azenco), who is accused of large-scale embezzlement, APA reports.

During the hearing at the Baku Court of Grave Crimes, presided over by Judge Nemat Mammadov, a representative of Azenco requested that the proceedings be held behind closed doors. However, the defense stated that it saw no grounds for holding a closed hearing.

The defendant also opposed the motion.

The court rejected the motion.

Subsequently, Parviz Hajiyev, the current Chairman of Azenco's Board of Directors, who was recognized as a witness, testified and answered questions from the parties. He stated that he had known the defendant, Vugar Aliyev, since 2023:

"Vugar Aliyev hired me and signed my appointment order. I was not directly involved in preparing official documents related to the purchase of technical equipment. Payments for construction materials were made on the basis of contracts. Until 2025, I verbally informed Vugar Aliyev about expenses. Given his authority, no one could issue him a warning. Although I managed administrative affairs, I was not responsible for financial matters."

The next hearing has been scheduled for November 16.

According to the indictment, Vugar Aliyev is accused of embezzling more than 3 million manats.

Vugar Aliyev served as Chairman of Azenco's Board of Directors in 2022–2023 and subsequently as Chairman of the Supervisory Board.

He has been charged under Article 179.4 of the Criminal Code (embezzlement committed on an especially large scale).
