Armenian Prime Minister Nikol Pashinyan is proposing to jointly develop a roadmap with Baku and, in parallel, close the Karabakh issue, APA reports, citing Armenian media.

“Let’s sit down and prepare a roadmap of measures to understand how we can remove this issue from the agenda. Removing this issue from the agenda means excluding any potential conflict situation in the long term,” Pashinyan said while commenting on the latest statement of Azerbaijan’s Ministry of Foreign Affairs.

According to Pashinyan, this is a sensitive topic. However, he does not accept the “Western Azerbaijan” narrative.

“If we have recognized each other's territorial integrity, then we must fully implement it. This is how I see the path,” the Prime Minister said.

At the same time, Pashinyan also criticized the rhetoric of opposition forces in Armenia. They claim that the Karabakh issue has not been resolved and that Karabakh Armenians have the right to return.

“I had also told our people from Karabakh that their return is not realistic. If we continue to pursue the agenda of return, it means that we are essentially starting a new Karabakh movement. But I have already stated that we should not continue the Karabakh movement. The Karabakh movement has ended, and attempts to revive it will not yield any results,” Pashinyan emphasized.

According to the Prime Minister, if the Armenian side claims that the Karabakh issue remains unresolved, this means a new war: “Continuing the Karabakh issue means a new war, new victims, new suffering, a new blockade, and its unpredictable consequences. Whoever says the Karabakh issue is not closed is essentially saying that Armenia must begin a new war.”

Note that Baku has expressed dissatisfaction with the new text of the “Armenia–EU strategic partnership” agreement, declaring that the document contradicts the peace process. Azerbaijan’s Ministry of Foreign Affairs considers unacceptable the inclusion of the phrase “Karabakh Armenians who became refugees after Azerbaijan’s military operations” in the document, as well as granting this issue priority status within the Yerevan–Brussels partnership.
