The construction of the “Azerbaijan Quarter”, built by the State Housing Construction Agency of Azerbaijan in Kahramanmaraş, Türkiye, has been completed, APA’s correspondent dispatched to Kahramanmaraş reports.
According to Farman Gurbanli, Chief of Staff of MIDA, construction of Blocks 7, 8, 11, and 12 under the master plan of the “Azerbaijan” quarter has also been completed by the Agency.
Farman Gurbanli emphasized that 26 residential buildings are located across the four blocks: “All the buildings are four-story structures. A total of 456 apartments and 328 non-residential units have been built in these buildings.”
The Chief of Staff noted that construction of the cultural center located in the “Azerbaijan” quarter is planned to be completed within one year.
He noted that the total area of the quarter is 27.6 hectares. According to the project, the quarter consists of residential buildings, a primary school and kindergarten, and a cultural center. A total of 68 residential buildings comprising 1,194 apartments with two, three, and four rooms have been constructed in the residential quarter. At the same time, in order to provide jobs for residents who will settle in the area, 1,595 non-residential (commercial) facilities have been put into operation within the residential buildings.
“Immediately after the devastating earthquake that occurred in brotherly Türkiye in February 2023, on the instruction of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, both the relevant state institutions of the Republic of Azerbaijan and the Azerbaijani people were fully mobilized to organize search and rescue operations and to provide humanitarian assistance to the affected persons in brotherly Türkiye in order to eliminate the consequences of this severe tragedy.”
In addition, tents and container-type mobile homes were sent to provide the population affected by the earthquake with emergency shelter.
On the instruction of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, as a manifestation of the unbreakable friendship and brotherhood between Azerbaijan and Türkiye, the Azerbaijani government supported the construction of a new residential quarter in the earthquake-hit Kahramanmaraş province. Thus, in order to support Türkiye in the rapidly ongoing recovery and reconstruction efforts in the region after the earthquake, financial assistance was allocated by Azerbaijan. With the support of the Turkish government, the project area was named the “Azerbaijan Quarter.” The State Housing Construction Agency acts as the executive body of the Republic of Azerbaijan.
Note that on April 29, 2023, within the framework of the “TEKNOFEST” festival held in Türkiye, the foundation was laid for the Heydar Aliyev Primary School and kindergarten to be built in the “Azerbaijan” residential quarter. The groundbreaking ceremony was attended via videoconference by the President of the Republic of Azerbaijan, Ilham Aliyev, and the President of Türkiye, Recep Tayyip Erdoğan.
On September 25, 2023, in the city of Nakhchivan, the “Cooperation agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Türkiye on the construction of residential buildings, a primary school, a kindergarten, and a cultural center in the Kahramanmaras province of the Republic of Türkiye” was signed.
The construction of the primary school and kindergarten building, as well as four residential quarters, has been completed by the State Housing Construction Agency, the executive body of the Republic of Azerbaijan.
On September 11, 2024, the opening ceremony of the newly built Heydar Aliyev Primary School and kindergarten constructed by the Agency took place in the “Azerbaijan” quarter of Kahramanmaraş, Türkiye. Delegations from the two brotherly countries attended the opening ceremony.
The three-story modern school and kindergarten building houses 20 primary school classrooms and three kindergarten classrooms. The primary school also includes additional rooms to support education. These include one workshop equipped with special tools and teaching materials, one music room with musical instruments for music classes, two workshops for art and crafts lessons, and one workshop designed to improve skills in technology, mathematics, and engineering.
With the participation of the President of the Republic of Azerbaijan, Ilham Aliyev, and the President of the Republic of Türkiye, Recep Tayyip Erdoğan, the opening ceremony of the Azerbaijan Quarter was held on June 19, 2025, and the keys to several apartments were handed over to their owners. The heads of state toured the apartments and familiarized themselves with the conditions created at the Heydar Aliyev Primary School and kindergarten that had been built.
Note that the other completed apartments are scheduled to be delivered on February 6.
