Azerbaijani MFA: Armenia claims that events in Khojaly were committed by so-called regime

"The Armenian side does not accept responsibility for the Khojaly Genocide," said Deputy Foreign Minister of Azerbaijan Elnur Mammadov at the conference on the 30th anniversary of the Khojaly Genocide at ADA University, APA reports.

Deputy FM noted that one of the most painful pages of Armenian aggression against Azerbaijan, which lasted for decades, is the Khojaly Genocide, 

"What happened in Khojaly is a clear manifestation of hatred. Occurrences were a crime against humanity. Purposeful massacre of civil people was a crime, coming from hatred and racial discrimination policy of Armenia against Azerbaijanis on ethnic grounds in the state policy," noted E. Mammadov.

He noted that the UN document has been approved in 1948, Azerbaijan joined the document in 1996, and Armenia in 1993: "And this convention does not concern back. This is a difficulty of a procedural nature. Another difficulty is related to the non-proving of specific intent. Non-proving of Armenia's effective control of that territory is among the possible difficulties".

The Deputy Minister has also noted that Armenia makes unscrupulous allegations that the incident has been committed by the so-called regime, by Azerbaijan itself, not Armenia: "Armenia does not accept the responsibility regarding the Khojaly genocide and this is legally an important aspect ".

Elnur Mammadov in his speech has also touched upon the comparison of genocides committed in history: He has talked about the Srebrenica massacre and the Rwandan genocide.
