"Khojaly genocide occured while Azerbaijan taking first steps towards independence. It is the biggest genocide crime of the 20th century due to its cruelty, nature and scale," said Deputy Foreign Minister of Azerbaijan Khalaf Khalafov, APA reports.
He stressed that Azerbaijan characterized this as a crime of genocide, and today it is taking appropriate steps:
"We still haven't been able to bring the countries that committed this crime to justice. So far, 16 countries have adopted a resolution to recognize the Khojaly massacre as a genocide."
