On December 20, 2025, a meeting was held between the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, and Montenegro’s Deputy Prime Minister and Minister of Foreign Affairs, Ervin Ibrahimović, who is on a visit to Azerbaijan, MFA told APA.
The one-on-one meeting between Minister Jeyhun Bayramov and Minister Ervin Ibrahimović was followed by an expanded meeting with the participation of the delegations of both sides.
During the expanded meeting, the current state and future development prospects of Azerbaijan–Montenegro relations in the areas of political, economic, humanitarian, tourism, inter-parliamentary relations, and multilateral international cooperation were discussed in detail.
The Ministers also discussed cooperation within the UN, OSCE and other multilateral frameworks, reaffirming commitment to collaboration based on mutual trust.
During the meeting, an exchange of views was also held on other bilateral and regional issues of mutual interest.
Subsequently, the ministers signed the “Memorandum of Understanding on Cooperation in the Consular Field between the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Ministry of Foreign Affairs of Montenegro.”
After the meetings, a joint press conference was held, during which the ministers delivered statements on the outcomes of the talks.

Ministers reviewed the current state and future prospects of Azerbaijan–Montenegro relations, including political dialogue, economic cooperation, humanitarian ties, and engagement on international platforms.
High-level reciprocal visits, including Montenegro President Jakov Milatović’s, were highlighted as key to ensuring continuity of bilateral political dialogue.
The importance of enhancing trade, encouraging investments, strengthening business-to-business contacts, and advancing joint projects was underlined. The sides emphasized effective use of the Joint Intergovernmental Commission on Economic Cooperation.
Humanitarian cooperation, including tourism, culture and education, was noted as an integral part of bilateral relations. Both sides welcomed expanded exchanges in these areas.
The Ministers also discussed cooperation within the UN, OSCE and other multilateral frameworks, reaffirming commitment to collaboration based on mutual trust.
Regional issues were also touched upon. Moreover Minister Bayramov informed his counterpart on efforts towards normalization and sustainable peace between Azerbaijan and Armenia.
