He stressed that police officers and civilians were killed yesterday as a result of a mine explosion, which made Azerbaijan implement limited anti-terrorist measures: "In the essentially limited actions, the Azerbaijani side demonstrated that it did not specifically and selectively hit civilian objects in any way."
