A peace plan aimed at ending the war in Ukraine was drafted at the German Embassy in Moscow in 2024, APA reports.
According to an investigation by the German newspaper Bild, the document, titled "Agriculture Needs Peace," was prepared by Martin Nissen, a former embassy official responsible for agricultural affairs.
Under the plan, disputed territories in eastern Ukraine would be placed under United Nations administration for five years.
After this period, internationally monitored referendums would be held in these territories, allowing residents to decide whether they should remain part of Russia or Ukraine.
Nissen confirmed to the newspaper that he had personally drafted the document.
