Azerbaijan Presidential aide explains reason for President's return of law - UPDATED

“The improved version of the law is supported by us,” Assistant to the President of the Republic of Azerbaijan – Head of the Department of Economic Affairs and Innovative Development Policy of the Presidential Administration Shahmar Movsumov said at today’s session of the Milli Majlis during discussions on the Law of the Republic of Azerbaijan No. 453-VIIQD dated July 14, 2026, “On Amendments to the Tax Code of the Republic of Azerbaijan, the Migration Code of the Republic of Azerbaijan, and the Laws of the Republic of Azerbaijan ‘On Social Insurance,’ ‘On Customs Tariff,’ ‘On Licenses and Permits,’ and ‘On Public Procurement’,” which was returned following an objection by the President of the Republic of Azerbaijan, APA reports.

Shahmar Movsumov said that the law adopted by the Milli Majlis on July 14, 2026, which provides for a number of concessions and privileges for entities operating in the field of digital technologies, was returned by the President of the Republic of Azerbaijan to the Milli Majlis in accordance with Article 110 of the Constitution of the Republic of Azerbaijan:

“During this period, the law was reconsidered together with the relevant state bodies, improved and submitted to the Milli Majlis for discussion. The return of the draft law to the Milli Majlis for reconsideration made it possible to improve its provisions and clarify the objectives and implementation mechanisms of state support. The submitted draft is aimed precisely at responding to this challenge. The conceptual essence of the draft is not limited to individual tax and social concessions. It brings together specialists, investors, research and market components that are important for the digital ecosystem under a unified incentive approach and aims to create conditions for transforming innovation into new products and services. The law was also discussed by the Milli Majlis Committee on Economic Policy, Industries and Enterprising, and the committee prepared its relevant opinion. We support the improved version of the law and call on the esteemed members of parliament to support this version.”

The Law of the Republic of Azerbaijan No. 453-VIIQD dated July 14, 2026, “On Amendments to the Tax Code of the Republic of Azerbaijan, the Migration Code of the Republic of Azerbaijan, and the Laws of the Republic of Azerbaijan ‘On Social Insurance,’ ‘On Customs Tariff,’ ‘On Licenses and Permits’ and ‘On Public Procurement’,” which was returned with objections by the President of the Republic of Azerbaijan, has been put up for discussion at today's meeting of the Milli Majlis, APA reports.
