The parliamentary group from the Communist Party did not take part in the voting. 23 parliamentarians from the Party of Regions supported the decision.
The message says that US and UK, as the participants of the Budapest Memorandum, must fulfill their commitments regarding Ukraine’s security, take possible political, diplomatic, economic and military steps to prevent aggression, ensure Ukraine’s independence, sovereignty and protection of its borders.

The Budapest Memorandum, signed on December 5, 1994, by Ukraine, Russia, the United States and the United Kingdom laid out a set of assurances for Ukraine. These included commitments to respect Ukraine's independence, sovereignty and territorial integrity in return for giving up nuclear weapons.
