In his speech at the round table dedicated to the 70th anniversary of the atomic bombings of the Japanese cities, Naryshkin said historians and specialists in military science are still debating whether it was permissible to use nuclear weapons in general.
Vice-speaker of the State Duma Andrei Isayev too upheld the proposal of creating a tribunal.
Note that, Naryshkin last year proposed the study of the atomic bombing of Hiroshima and Nagasaki from the point of view of international law.
