Russian serviceman who shot 6 members of a family in Gumru won’t be handed over to Armenia

Representatives of the Armenian and Russian prosecutors’ offices have discussed details of the Gumru incident. Both sides said at the meeting that all those guilty of this brutal act must be severely punished.
The Armenian Prosecutor General’s Office also stated that V. Permyakov is a Russian citizen, and that he is now under the control of Russian law enforcement agencies.
“As stated in the Constitution of Russia, a Russian citizen cannot be handed over to another country, and thus the handover of Permyakov to Armenian law enforcement agencies is not being discussed. There is a similar article in the Constitution of Armenia as well, and no Armenian citizen has so far been handed over to another country,” said the statement.
Note that, the Avetisyan family was shot on Monday in the town of Gumru. A two-year-old baby is also among the dead. Another infant is on an intensive care ward at the moment. Valeri Permyakov, a soldier of Russia’s 102th military base located in Gumru, is the suspect in the crime. He was detained by Russian border guards while attempting to cross the Armenia-Turkey border.
