The decree headlined 'On specifics of application of increased security measures during the XXII Olympic Winter Games and the XI Paralympic Winter Games in Sochi in 2014' stipulates that the Sochi city administration, in coordination with the local Interior Ministry department and the local security agencies, will be in charge of authorizing the venues, the routes, and the time of any assemblies, rallies, demonstrations, marches and pickets not related to the 2014 Olympic and Paralympic Games and the number of their participants on the territory and the water area where increased security measures are to be introduced in the period between January 7, 2014 and March 21, 2014.
