‘According to the international legal documents ratified by Armenia, the national minorities have a right to use native languages freely, in oral and written form during the conversations and public places. But principles of these documents are known only to a limited number of people and do not used in social, educational and administrative tasks’.
Semyonov also criticized that birth certificates of national minorities are issued in accordance with the rules of the Armenian language without regard to linguistic rights of national minorities.
