A source named the main points of the agreement: the newly elected MPs will abolish parliamentary immunity. The impeachment of the president procedure will also be worked out and approved. In addition, the agreement provides for the adoption of a new electoral system by the coalition members. That is to void the majority election system and adopt a proportional system with open lists. The coalition members also agreed to introduce the decentralization of the government in Ukraine.
Besides, the parties agreed that Ukraine will return control of Crimea and file claims against Russia. Ukraine will also create permanent bases of the Armed Forces in eastern Ukraine, and will be allocating no less than 3% of GDP for defense. The agreement envisages creation of the Anti-Corruption Bureau and the National Agency for countering corruption. In addition, the National Police will be established within the framework of the Internal Ministry reform.
The parties also agreed to introduce de-communization and ban Soviet and Nazi symbols and propaganda. Furthermore, mayoral elections will be held in two rounds in the major cities, and there will be fewer deputies in the local councils. Presentation of the agreement will take place today at 12:30 p.m. on the sidelines of the Verkhovna Rada.
