Baku. Farid Akbarov-APA. Pavel Astakhov, commissioner under President of Russia for Children's Rights has sent a telegram to Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Russia Polad Bulbuloglu on brutal beating of a 14- year-old Azerbaijani boy Rovshan Kazimov with a disability. The press service of the Embassy told APA’s Moscow bureau.
The telegram reads: "Dear Mr. Ambassador,
I express my sincere condolences to the family of minor Kazimov Rovsan Muzaffar oglu , born in 1999, the victim of brutal violence by a man in a drunken state on November 1, 2013 in Zelenograd. I consider unacceptable the manifestation of national hatred, insults and indignities against children of any nationality and religion. I intend to take all necessary measures to prevent such an incidents, and severe punishment of those, who are responsible. I have directed the relevant telegram to Mayor of Moscow Sergei Sobyanin , Russian Prosecutor General Yury Chaika , Minister of Internal Affairs of the Russian Federation V.A.Kolokoltsev . The above mentioned incident is under my personal control. "
