Russian parliament passes law raising VAT rate from 20% to 22%

The Russian State Duma has adopted a law amending tax legislation, APA's Moscow bureau reports.

According to the new law, the VAT rate will increase from 20% to 22% starting in 2026, while a 10% preferential rate will be maintained for some socially important goods.

The income threshold for VAT payment under the simplified tax system will gradually decrease: in 2026, instead of 60 million, it will be 20 million rubles, in 2027 it will be 15 million rubles, and starting in 2028, it will be 10 million rubles.

Excise duty rates on alcohol, tobacco, and sugary drinks will increase in line with inflation in 2026-2027.
