"The bloc's military build-up is entirely focused on the high-intensity military conflict with Russia," Fomin added.
Fomin stressed that NATO's doctrine documents, including the 2019 military strategy, point to Russia as a direct threat to coalition security.
At the same time, the Deputy Minister reminded that "the Rome Declaration remains in force. The declaration states that Russia and the Alliance do not see each other as enemies. This provision was approved at the NATO-Russia summit in Lisbon in 2010.
