“Slowing down speed of attack to Ukraine is a deliberate decision. Special military operation continues according to the plan,” Russian Defense Minister Sergey Shoigu said at the meeting of the defense ministers of the member countries of the Shanghai Cooperation Organization, APA’s Moscow correspondent reports.
According to him, during a special military operation, slowing down the attack speed is a deliberate decision to minimize civilian casualties: “During the special military operation, Russia tries to establish peaceful life in liberated areas, however, Kyiv applies “scorched earth” tactic.”
