Russia has been consistently forming a strategic reserve from conscripts for several months, APA reports, citing a report by the Institute for the Study of War (ISW).
It is reported that the formation of that reserve began in July of this year. At that time, as Russia’s losses at the front had relatively decreased, it was able to recruit more citizens into the army, some of whom were directed toward forming the strategic reserve.
According to ISW, the creation of a strategic reserve indicates that the Kremlin does not intend to end the war. On the contrary, Russia may be preparing for a possible confrontation with NATO through this move.
