A meeting between Putin and Zelenskyy can only be prepared at the expert level, said Kremlin spokesman Dmitry Peskov, APA's Moscow bureau reports.
According to him, there is currently a pause in the negotiation process between Moscow and Kyiv.
"It is precisely the expert-level negotiation process that can lead to preparation for high-level contacts. High-level contacts cannot help resolve a complex issue. Unfortunately, we are currently unable to prepare such a meeting with the Ukrainian side, because the Kyiv regime is in no hurry to continue the Istanbul negotiation process, is slow to respond to the submitted draft documents, and is slow to respond to the proposal to create three working groups. This is effectively the situation," the Kremlin spokesman emphasized.
