Armenia and Türkiye have agreed that the relevant authorities of both countries will conduct the necessary technical studies for the restoration and operation of the Gyumri–Kars railway and electricity transmission lines, APA reports.
This was stated in a declaration by the Armenian Foreign Ministry regarding the meeting of special representatives.
Rubinyan and Serdar Kilic also agreed to make efforts to create scholarship opportunities for students of higher education institutions and strengthen cooperation in the cultural and academic spheres through the joint restoration of the historic Ani Bridge.
The special representatives also agreed to carry out the necessary work aimed at attracting other interested companies operating flights to various destinations starting from the summer of 2026.

Armenia’s special representative for the normalization of relations with Türkiye, Ruben Rubinyan, stated in parliament that he had discussed the normalization of relations between the two countries with his Turkish counterpart, Serdar Kilic.
