The White House said some of the demonstrators who took over a government building and proclaimed independence from Ukraine were not local residents.
State Department spokeswoman Jen Psaki said secretary of state John Kerry had discussed holding such four-way talks in a call with his Russian counterpart Sergei Lavrov. But she also echoed an earlier warning that Washington saw the hand of Moscow behind some of the unrest in eastern Ukraine. With another piece of eastern Ukraine clamoring to break away and associate with Russia, the White House is warning Moscow of fresh sanctions if it encourages the foment.
