"I think the world is largely united in recognizing that the steps Russia has taken are a violation of Ukraine sovereignty, Ukraine's territorial integrity, that they're a violation of international law," Mr. Obama said.
The president made the remarks just before a meeting with Israeli Prime Minister Benjamin Netanyahu in the Oval Office.
President Obama said Russia's actions violate international law and that the U.S. is considering economic and diplomatic actions that would isolate the country.
