Gudrat Hasanguliyev said that’s what the Azerbaijani government’s concern over NGOs stems from.

“Each state or nation has its level of development. So it’s a duty of the Azerbaijani government, society and political parties to protect stability in such a difficult period which is regarded by some people, including the Pope as the beginning of the Third World War. That’s why I understand the government’s concern, and our society is conscious of these concerns as well. As you can see, our society accepts amendments to the legislation and the arrest of some foreign-funded NGOs leaders as quite normal. However, I think these changes within the country should not damage the process of building civil society. The NGO sector in Azerbaijan must develop and expand, and the influence of NGOs must grow and attract even more people toward themselves”.

The party chairman also praised the parliament’s Committee on Law Policy and State Building discussing the amendment on the prohibition of donation over AZN 10,000 by one individual to political parties within a year and recommending to the parliament: “If a party is funded by an individual, holding, financial structure or legal entity, then the party will eventually have no choice but to become a lobbyist of the interests of that financial structure or financial group when it comes to power. Political parties must be funded by the state”.
