Delivering a speech, Minister of Emergency Situations, Colonel General Kemaleddin Heydarov said that strong religious ties, mutual goals and objectives have historically brought together the countries participating in the conference.
The Minister said that Azerbaijan and the ECO have been successfully cooperating in economic, technical and cultural spheres for over 20 years: “After the establishment of the Ministry of Emergency Situations, this cooperation justified itself in establishment of the relations with the ECO Regional Center for Risk Management of Natural Disasters. Organization of today's conference with the participation of high-level representatives in Azerbaijan proves it once again.”
Minister Heydarov said that emergencies in different countries cause both material and human loss and noted that international cooperation is necessary to reduce the scale of such losses.
He said that other disasters are likely to occur in Azerbaijan that is located in a seismically active zone. He noted that the center was established under the Ministry to eliminate the natural disasters in foreign countries and provide humanitarian aid for a number of countries.
Heydarov said that the aim of the conference is to share the latest achievements in the management of earthquake, flood, stream, climate change and other emergency risks and conduct exchange of views between representatives of government and non-government agencies and experts: “Today the concept of disaster management does not mean the aid after disaster and elimination of the consequences, but it means disaster prevention and preparedness measures before disaster. These measures are carried out by joint trainings, relevant education programs and raising awareness of the region’s population on the disaster by mass media. Joint efforts and cooperation in this regard are of great importance. I am sure that this conference will provide perfect platform for conducting exchange of views and experiences between ECO member states, international and intergovernmental organizations towards creating a framework to identify future strategy for disaster risk reduction.
