More than 80,000 people are currently living and working in Karabakh and East Zangazur, Aydin Karimov, Special Representative of the President of the Republic of Azerbaijan in Shusha district, said during the session titled “Empowering Local Action: Strengthening Multilevel Governance for Adequate Housing and Sustainable Communities” held within the framework of the World Urban Forum (WUF13) in Baku, APA-Economics reports.
According to him, approximately $14 billion from the state budget has been allocated over the past five years to reconstruction, infrastructure and housing projects in Karabakh and East Zangazur.
Karimov noted that, within the first phase of the Great Return Program, more than 20,000 apartments will be provided free of charge to former internally displaced persons and their families by the end of this year.
He said that the private sector is also investing millions of dollars in industry, agriculture and other production sectors in the region.
According to Karimov, the second phase of the Great Return Program will cover the years 2027–2030, and the priorities, measures and budget of the program will be finalized and submitted to the President by the end of this year.
He emphasized that the city of Shusha is among the first cities in the country for which a comprehensive urban-scale development plan has been prepared, and that large-scale restoration and development works have been carried out there in a short period of time.
