The global housing crisis, which has reached a critical level, is not accidental, but the result of deep structural, systemic, and governance deficiencies, APA reports.
ADA University professor Anar Valiyev said this during the closing ceremony of the 13th Session of the World Urban Forum (WUF13) held in Baku.
“Housing must be recognized and prioritized as a human right. A home is not just a structure made of four walls. It is a space of dignity, culture, and identity, as well as a key element in securing our shared future. Housing is part of a system that interacts with public spaces, schools, healthcare, and other public services,” he noted.
According to the professor, the scale of the global challenge requires coordinated, collective, and urgent action.
“With one year remaining until the 40th anniversary of the New Urban Agenda, we call on member states to accelerate its implementation and strengthen UN-Habitat’s mandate as a partnership institution for a more effective response to the global housing crisis,” he stressed.
Anar Valiyev stated that the Urban Agenda for 2026–2029 provides a roadmap for accelerating action in the housing sector. Within the framework of the open-ended informal working group, member states and stakeholders are encouraged to discuss declaring 2026–2036 as a “Decade of Action” to accelerate the implementation of the New Urban Agenda and achieve measurable results on the Sustainable Development Goals.
“Practical commitments should be included in the outcome documents, successful programs and projects should be documented, and implementation pathways should be shared. These final outcomes are organized around three main directions. They cover the root causes and human rights aspects of the housing crisis, as well as the transformation of a fair, inclusive, sustainable, and resilient housing system,” he added.
