The order “On pardoning a number of convicted persons” has been fully executed, the Ministry of Justice told APA.
It was reported that the Order of the President of the Republic of Azerbaijan dated September 23, 2026, “On pardoning a number of convicted persons,” was fully executed at correctional institutions of various regimes under the Penitentiary Service of the Ministry of Justice, as well as by the Probation Service of the Ministry of Justice, which ensures the execution of alternative sentences, with the participation of representatives of the Ministry of Justice, the Office of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, and media representatives.
The pardon order covered 20 people. Nineteen people sentenced to imprisonment, five of whom are foreign nationals, and one person sentenced to restriction of liberty were released from the unserved portion of their sentences.

The implementation of the pardon Order has been completed, APA reports.
The Order was implemented at the institutions of the Penitentiary Service of Azerbaijan’s Ministry of Justice.
Note that President Ilham Aliyev today signed an Order pardoning several convicted persons. Under the terms of the Order, 19 individuals sentenced to imprisonment and one individual sentenced to restriction of freedom have been released from the unserved portions of their sentences.
Among those pardoned are five foreign nationals serving sentences in Azerbaijan.

The implementation of a pardon order signed by Azerbaijani President Ilham Aliyev on September 23 has begun, APA reports.
The order, which grants pardons to a number of convicted individuals, is being carried out at correctional institutions under the Penitentiary Service of Azerbaijan’s Ministry of Justice.
The relevant procedures for the release of those covered by the presidential pardon are currently underway.
The implementation of the order is expected to be completed by the end of the day.
Under Azerbaijani law, the president has the constitutional authority to pardon individuals convicted by the country’s courts.
