The disclosure of the TRIPP framework document is a manifestation of the growing strategic importance of the South Caucasus on the background of deepening geopolitical competition and the search for a new regional order in the system of international relations. Global power centers no longer approach the region only from the perspective of security risks, but also from the perspective of political stability, transport corridors and economic integration opportunities. In this context, the active and guiding role of the United States serves to align regional processes with the international political agenda.

The TRIPP framework document also acts as a political and institutional continuation of the positive dynamics that emerged after the August 8 Washington meeting. That meeting demonstrated that the atmosphere of trust between the parties had strengthened and that the approach aimed at transformative changes in the region, rather than maintaining the status quo, had strengthened. TRIPP, by fixing this political will with concrete mechanisms and an implementation-oriented framework, moves the process to a practical stage. The document shows that the Washington format has yielded real and measurable results in terms of opening up communications, deepening regional integration and ensuring long-term stability.

TRIPP shows that the peace process has entered the implementation phase after the Washington meeting

Vasif Huseynov, head of the department of the Center for the Analysis of International Relations, told APA that the disclosure of the TRIPP document is a logical and consistent continuation of the positive political dynamics that formed after the meeting held in Washington on August 8.

According to him, several important points should be emphasized here: “First of all, it should be noted that in the period after the Second Karabakh War, various initiatives were put forward towards the normalization of Armenian-Azerbaijani relations. These initiatives were discussed within the framework of various formats mediated by both the Russian Federation and the European Union. However, the main distinguishing feature of the Washington meeting is that after this meeting, we are witnessing the immediate implementation of the agreements reached. This factor creates a real basis for the rapid entry of the Armenian-Azerbaijani peace process into a new stage. At the end of this stage, a constitutional change in Armenia, followed by the signing of a peace treaty, normalization of relations between the two states and the establishment of diplomatic relations seem to be a real prospect.”

TRIPP document confirms that Azerbaijan's position on the Zangezur corridor is fully taken into account

Vasif Huseynov emphasized that the TRIPP document signed during the recent visit of the Armenian Foreign Minister to Washington shows that Armenia-Azerbaijan relations are developing in a positive direction with the mediation of the United States and are moving towards a consistent and systematic resolution of the issues on the agenda.

"Another important point that draws attention to the TRIPP document is that the document also reflects the expectations and principles of the Azerbaijani side regarding the Zangezur corridor. This direction, presented in the new terminology as the TRIPP corridor, is of strategic importance in terms of opening transport and communication lines in the region and deepening economic integration. The opening part of the TRIPP document states that movement in the Zangezur corridor - in the new terminology, the TRIPP corridor - will be unhindered. This provision, undoubtedly, fully corresponds to the expectations of the Azerbaijani side. This point shows that the position of the Azerbaijani side was taken into account when preparing the TRIPP document and the document was formed and signed based on the interests of Azerbaijan. In this regard, there is no room for doubt regarding the content of the document,” he emphasized.

The association of the name of the US President with this document shows that Washington approaches the process not only as a mediator, but also as an actor with political responsibility and focused on results. This significantly increases the legitimacy and international political weight of the project. At the same time, the document clearly demonstrates the US commitment to the implementation and full implementation of the initiative. The Trump administration does not limit the process at this stage with declarative statements, but on the contrary, demonstrates its readiness to implement the project through specific mechanisms, time frames and political support tools. This approach distinguishes TRIPP from previous initiatives, turning it into a political process calculated on practical results, difficult to reverse, and confirms the US intention to establish long-term stability and regional integration in the South Caucasus.

Vasif Huseynov said that the fact that the document is named after Donald Trump clearly demonstrates that the US provides full political support to this process and is ready to move to the implementation stage.

According to him, the association of the name of the US President with a project of such great geopolitical and economic importance for the South Caucasus has a special political weight: “This factor shows that the US leadership is interested in the implementation of the project and the realization of the goals and objectives set for its full implementation. This confirms that the US provides full support to the process not only diplomatically, but also practically and politically. Since September, US representatives have been paying consistent visits to both Azerbaijan and Armenia, showing close interest in the processes related to the implementation of the TRIPP project. At the same time, the US side officially announced in September that it had allocated financial resources for the implementation of this project, which shows that Washington’s intentions are concrete and result-oriented.”

TRIPP indicates that the Zangezur corridor has entered the practical implementation stage

The TRIPP document can be considered as the next and strategic step towards the realization of the Zangezur corridor. This project, which has been the subject of political discussions for a long time, has now moved from the conceptual stage to the practical implementation stage. The formation of a new transport and communication line in the South Caucasus is of great importance in terms of the reconstruction of not only regional, but also international logistics architecture.

As Mr. President emphasized in his recent interview with television channels, the Zangezur corridor is a project that has already been accepted at the level of political will and has become an irreversible process. The TRIPP document reinforces this political position with concrete mechanisms and elements of international support. The document shows that the issue is not limited to statements of intent, but on the contrary, real steps are being taken to open regional communications and deepen economic integration. In this regard, the Zangezur corridor is being formed as one of the main pillars of a new stage in which the geopolitical balance has changed, and its realization is now a matter of time.

The expert added that, as President Ilham Aliyev emphasized in his recent interview, the TRIPP document should be considered an important and practical stage of this process in the context of the implementation of the Zangezur corridor.

According to him, the US's open and direct commitment to the implementation of the TRIPP project creates new opportunities in terms of stability and security in the region:

“This is actually the first time that the US has achieved such an institutional and practical presence in the South Caucasus. In previous major regional projects, especially within the framework of the Baku-Tbilisi-Ceyhan oil pipeline, there has been strong political support from the US, and the decisive role of this support has been repeatedly emphasized by both Great Leader Heydar Aliyev and President Ilham Aliyev. The TRIPP project raises the US position in the South Caucasus to a higher and qualitatively different stage. This project envisages the participation of US companies in the process, the physical presence of their representatives in the region, and a direct role in managing transport flows. This is of great importance in terms of expanding cooperation opportunities in the South Caucasus, strengthening long-term stability in the region, and preventing the reactivation of revanchist forces in Armenia in the future. In his opinion, in a situation where a global power like the US is actively involved in the region, the realization of revanchist scenarios that could threaten peace and stability within Armenia is practically impossible.”

TRIPP forms the political framework for the transition from the conceptual stage to real implementation

It is fully justified to present the TRIPP document as the next step in the context of implementation, because the document shows that political intentions are now accompanied by implementation mechanisms. At this stage, the process is not discussed only in a conceptual or diplomatic framework, but rather progresses through concrete action plans and coordination mechanisms. This approach demonstrates that the project has entered a phase of no return. At the next stage, the process is expected to continue in a working order. Agreeing on technical details, institutional coordination and establishing operational mechanisms between the parties become the main priorities. This also shows that the initiative has already left the stage of political statements behind and is gradually moving towards practical implementation. The continuation of the process in this format makes it possible to both preserve the agreements reached and ensure continuous progress towards regional stability and opening up communications.

The head of the department noted that the document in question already forms the political framework for the transition from conceptual discussions to the stage of real implementation: "The disclosure of the document promises serious positive political results in the long term in terms of strengthening peace, transport connections and economic integration in the region. The signing of the TRIPP document and its practical implementation, the implementation of the Zangezur corridor taking into account Azerbaijan's interests, significantly expand the possibilities of cooperation, partnership and mutual trust in the South Caucasus. At the same time, this process gives an additional impetus to the transformation of the region into one of the main transport and logistics hubs on the Middle Corridor and can be assessed as a strategic document that promises long-term positive political and economic results for the South Caucasus in general".

The disclosure of the TRIPP document strengthens the institutional foundations of the new political stage taking shape in the South Caucasus towards peace, stability and regional integration. The document shows that the post-conflict period has already moved beyond the stage of uncertainty and is built on concrete implementation mechanisms. The direct political support and practical commitments of the United States confirm that the process has acquired a sustainable and irreversible character. The implementation of the Zangezur corridor within the framework of TRIPP, in addition to reshaping the regional transport architecture, is becoming one of the main factors accelerating the normalization of Armenian-Azerbaijani relations. This document can be assessed as a strategic roadmap aimed at the long-term stability of the South Caucasus.
