Azerbaijan sets upper limits for salary supplements from extra-budgetary funds

President Ilham Aliyev has signed a Decree "On additional measures regarding the use of targeted budget funds established within the state budget and extra-budgetary funds of organizations financed from the state budget," APA reports.

According to the Decree, it has been determined that the portion of extra-budgetary funds of organizations financed from the state budget (except for the Ministry of Internal Affairs of the Republic of Azerbaijan, the State Customs Committee of the Republic of Azerbaijan, and the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan) allocated to strengthening the social protection of employees, taking into account paragraph 1.3 of this Decree, will be used only to strengthen the social protection of employees of those organizations who do not hold administrative and auxiliary positions in accordance with the Law of the Republic of Azerbaijan "On Civil Service."

The remaining part of the extra-budgetary funds of organizations financed from the state budget (except for the Ministry of Internal Affairs of the Republic of Azerbaijan, the State Customs Committee of the Republic of Azerbaijan, and the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan) will be transferred to the state budget.

The upper limits for supplements to official salaries, bonuses and other payments made from extra-budgetary funds are as follows:

- supplements to official salaries – up to 1.0 times the employee's monthly official salary for each employee during a calendar month;

- bonuses and other payments – up to 20% of the annual payroll fund during a calendar year.
