Ombudsman calls for clarification of status of participants in pre-2020 battles and 2023 anti-terror operation

It is requested to clarify the status of individuals who participated in combat operations carried out in defense of the territorial integrity of the Republic from the First Karabakh War until the start of the Patriotic War, as well as in the anti-terror operation conducted in 2023, APA reports.

This was reflected in the “Report of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan for 2025,” which was discussed at today’s meeting of the Human Rights Committee of the Milli Majlis.

The Ombudsman recommended clarifying the status of individuals who took part in combat operations in defense of the country’s territorial integrity during the period from the First Karabakh War until the beginning of the Patriotic War (including the April battles of 2016, the Tovuz battles in July 2020, and other military clashes), as well as those who participated in the anti-terror operation conducted in 2023.
