Davud Rustamov: No cyber incidents recorded in Azerbaijan’s defense sector

The state of cyber defense in the defense sector is quite satisfactory, Major General Davud Rustamov, Head of the Cybersecurity Operations Center of the State Security Service, said at a sectoral meeting on “Cybersecurity in the Defense Sector,” organized by the Ministry of Defense Industry and the Azerbaijan Cybersecurity Organizations Association (ACOA) at ADEX 2026, APA reports.

He said that cyber-physical threats observed in the defense sector further increase the level of concern, while the development of digital transformation brings new threats.

“Geopolitical changes and conflicts show that military facilities are also targets of cyber threats. Cases of tracking the logistical movement of military equipment have increased. There are longer-term threats in the defense sector. Here, the main motivation of the enemy or adversary is to obtain data, especially classified information,” the Major General noted.

According to Davud Rustamov, malicious actors operating in the defense sector differ from cyber threat actors in other sectors.

“Malicious actors in the defense sector are usually backed by states,” he emphasized.

Davud Rustamov stressed that the level of cyber defense in Azerbaijan is high: “Fortunately, no cyber incidents have been recorded in the defense sector so far. Collective efforts to eliminate shortcomings have been successful. The state of cyber defense in the defense sector is quite satisfactory. This is indeed the case.”

Emphasizing the importance of conducting tests, Davud Rustamov said that establishing test laboratories to check information technology security in every organization, even small enterprises, is effective.
