Azerbaijan to increase salaries of military personnel

The salaries of military personnel will be increased and calculated under a new procedure, APA reports.

This is reflected in a proposed amendment to the Law “On the Status of Military Personnel” submitted for discussion at today’s meeting of the Milli Majlis.

Under the draft, the position salary of all military personnel of the Ministry of Defense will be replaced by a rank salary. The monetary allowance of military personnel (except for the head of the body (institution) designated by the relevant executive authority and his deputies) will consist of the rank salary, supplements calculated on the basis of the rank salary, and supplements determined in absolute amounts.

Under the law currently in force, depending on the conditions of military service, specialty, military profession, military rank and length of military service, military personnel are entitled to receive state-funded remuneration (with regard to the head and deputy heads of the relevant executive authority, the head, deputy head and employees of another body directly supporting the activities of the head of the Azerbaijani state, as well as civil servants serving in military positions in the relevant executive authority, only the monthly position and rank salary). At the same time, the minimum position salaries of officers, warrant officers, midshipmen and military personnel serving extended active military service may not be lower than the average salary of civil servants in the Republic of Azerbaijan. The monetary allowance payable for the relevant period to military personnel participating in combat operations under combat conditions is calculated at double the rate.

Under the draft, depending on the conditions of military service, specialty, military profession, specific nature and responsibility of service, military rank and length of military service, military personnel will be entitled to receive state-funded remuneration (monetary allowance) (with regard to the head and deputy heads of the relevant executive authority, the Secretary of the Security Council of the Republic of Azerbaijan, the Deputy Secretary and other employees of the Secretary’s Service, as well as military personnel serving in a body (institution) designated by the relevant executive authority, only the monthly position and rank salary).

The provisions stipulating that the minimum position salaries of officers, warrant officers, midshipmen and military personnel serving extended active military service may not be lower than the average salary of civil servants in the Republic of Azerbaijan, and that the monetary allowance payable for the relevant period to military personnel participating in combat operations under combat conditions is calculated at double the rate, will be abolished.

The procedure for providing food products to military personnel of the body (institution) designated by the relevant executive authority will be determined by the body (institution) designated by the relevant executive authority.

Expenses related to the relocation of military personnel and their family members to a new place of service will be covered from the state budget in accordance with the procedure determined by the body (institution) designated by the relevant executive authority.

It should be noted that under the new reform package, the salaries of all military personnel of the Ministry of Defense will increase by an average of 22.8% after taxes and other mandatory payments are deducted. The position salary, which serves as the base salary, will be replaced by the rank salary, and the share of the rank salary will be increased to 70%. This will further improve the welfare of military personnel and encourage them to serve longer.

In other words, the system for paying the monetary allowance of military personnel of the body (institution) designated by the relevant executive authority will be determined by the body (institution) designated by the relevant executive authority. The monetary allowance of these military personnel (except for the head of the body (institution) designated by the relevant executive authority and his deputies) will consist of the rank salary, supplements calculated on the basis of the rank salary, and supplements determined in absolute amounts.

The draft law was put to a vote and adopted in the first reading.
