The restoration process in the liberated territories is being carried out based on a unified master plan, said Emin Huseynov, the Special Representative of the President of Azerbaijan in the Aghdam, Fuzuli, and Khojavend districts, during his speech at the 3rd Azerbaijan National Urban Forum held in Khankendi, APA-Economics reports.
He said that restoration and reconstruction work in the liberated territories is being carried out based on the concept of a unified master plan: “It is a great pride to witness the processes that have taken place over the last five years and to act as part of the restoration process in Karabakh.”
According to Emin Huseynov, the 2,700 square kilometer area covering the Aghdam, Fuzuli, and Khojavend districts is the most actively restored part of the 13,600 square kilometers of liberated lands.
He stated that the restoration process consists of five stages – master planning, demining, infrastructure development, construction of socio-economic facilities, and the Great Return: “All steps are carried out simultaneously. The main principle is territorial equality – the same concept is applied in all regions.”
The Special Representative noted that Agdam will become the largest city in the liberated territories and the fourth largest city in Azerbaijan. It is planned that 100,000 people will live there, and 50,000 people will live in Fuzuli.
“The master plans for both cities were prepared with the participation of international experts and cover the period up to 2040.”
