World Telecommunication Development Conference held in Baku breaks record with number of participants

The World Telecommunication Development Conference (WTDC-25), held in Baku on November 17–28, was remembered for its successful outcomes. In terms of the number of participants and the presence of high-level guests, the event surpassed the results of previous years and set a record.

A total of 2572 people registered to participate in “WTDC-25”. This figure made the Baku conference the event with the highest number of participants among the “WTDC” events held in recent years. For comparison, “WTDC-2017” was held with 1360 physical participants, while “WTDC-2022” took place with a total of 1763 participants.

“WTDC-25” also stood out for the number of high-level guests. A total of 196 high-ranking guests participated in the conference. This is significantly higher than the figure of “WTDC-2022” and reflects the conference’s growing importance at the international level.

At the event hosted by Baku, participant convenience, organizational work, protocol, media and communication issues were carried out at a high level. The conference was highly evaluated both in this regard and for ensuring broad participation of international partners.

One of the main outcomes of “WTDC-25” was the adoption of the Baku Action Plan, which will serve as the main guide for global digital development covering 2026–2029. This plan defines strategic directions for human-centered and inclusive digital development, paying special attention to the digital needs of developing countries and underserved communities.

The importance of this commitment is emphasized by a global challenge: “More than two billion people in the world still do not have access to the internet. The Baku Action Plan is aimed at bridging this gap by ensuring universal and accessible connectivity, which is essential for sharing the benefits of the digital economy across all societies.”
