The European Union’s introduction of an additional processing fee on low-value parcels could affect millions of consumers, e-commerce companies, postal operators and logistics providers, Masahiko Metoki, Director General of the International Bureau of the Universal Postal Union (UPU), said at the PostEurop General Assembly 2026 in Baku, APA-Economics reports.
He noted that the European Union’s decision to introduce a processing fee for low-value parcels from July 1 represents a significant change for the cross-border e-commerce market.
“We understand the objectives related to creating a more level playing field, strengthening customs controls and addressing the challenges posed by rapidly growing cross-border e-commerce volumes. However, there is widespread concern within the sector regarding the practical implementation of this measure and its broader economic impact,” Metoki said.
The UPU chief stressed that other countries and regions are also introducing their own customs requirements. According to him, these changes also raise important issues in terms of the UPU’s treaty and operational frameworks.
“Under these circumstances, our task is to maintain sustainable and high-quality international postal services while enabling operators to innovate, invest, compete and respond to changing customer demands,” he added.
Metoki said these issues are expected to be discussed at the PostEurop General Assembly as well as at upcoming UPU meetings.
