He expressed his pleasure at being in Khankendi for the first time.
The Spanish professor also touched upon Europe's future security policy: “We must take into account that, for the future, the European people must make their own decisions regarding security, other areas, or politically. Because the U.S. administration has sent a clear message to Europeans. Therefore, Europeans must take care of their own security and think about certain geopolitical decisions. In this political decision-making example, we should contribute to the stability of the European Union's neighborhood policy.”
Xucla added that one of the key points in these regions is the South Caucasus: “That is why I am very happy to witness the stability of the South Caucasus in this land.”
The professor also expressed his satisfaction with the resolution of the Garabagh conflict: “First of all, I am very pleased that this conflict is being resolved based on international legal norms and with full respect for international borders. Secondly, I believe that the resolution of this conflict has shown us that bilateral agreements work better than some multilateral forums.
I have spent 11 years of my life in international organizations, namely the Council of Europe. We should note that sometimes international organizations are not as effective and productive in delivering results.”
