The next Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) will be held in Baku on October 15 this year, CICA Secretary General Kairat Sarybay told APA.

According to him, CICA is a platform representing 28 states, and therefore they expect as many country leaders as possible to attend the summit in Baku: “Of course, it may not be possible for everyone to come, because various reasons and circumstances may arise. But I am confident that we will see a large number of leaders.”

The CICA Secretary General emphasized that he expects the leaders of Central Asian countries to attend the summit: “Naturally, I expect the leaders of all Central Asian countries. We also have a lot of positive information about the participation of high-level representatives from other regions of Asia.”

Kairat Sarybay said that the summit would be another important event in CICA’s history.

“I think and am confident that the Baku Summit will be another successful milestone in CICA’s history,” the Secretary General emphasized.

He said that preparations for the summit are being carried out carefully within the framework of Azerbaijan’s chairmanship of CICA: “Azerbaijan is preparing the final documents very carefully. We expect the adoption of an important political declaration, as well as an important thematic document. A number of important institutional decisions are also expected to be adopted.”

According to the Secretary General, those decisions will concern the chairmanship and leadership within CICA, as well as the organization’s expansion: “At the same time, we can expect a very important decision regarding the expansion of CICA through the admission of new members.”

Kairat Sarybay also touched upon the issue of CICA’s institutional development. He said that the organization’s Secretariat has been operating for 20 years and maintains regular contacts with relevant state and government bodies: “I think we already have a sufficiently established and well-functioning organization. However, the main issue that is lacking is the formalization of the legal framework. We expect this to be achieved through the adoption of a charter.”

The CICA Secretary General added that intensive work on the organization’s charter is continuing: “This is not an easy task. Because the 28 member states have different historical, economic and cultural backgrounds. Therefore, the work continues. I can say with great satisfaction that the main parameters of the document are already under discussion and there is a common understanding.”
