President Ilham Aliyev designates competent authorities under the UN Convention “Against Cybercrime”

President Ilham Aliyev has signed the Law on the approval of the United Nations Convention “Against Cybercrime” with the relevant declarations and reservations of the Republic of Azerbaijan, APA reports.

Under the law, within the framework of the Convention, the authority to receive and execute requests for mutual legal assistance related to cybercrimes, or to forward such requests to the bodies responsible for their execution, as well as to provide assistance to other participating states in the preparation and implementation of specific measures aimed at preventing cybercrime, and to perform the functions of a 24/7 contact point to ensure such assistance, will be carried out by the State Security Service.

Requests concerning extradition or provisional arrest will be sent and received by the Ministry of Justice.

Note that Azerbaijan actively participated in the preparation process of the final draft of the UN Convention against Cybercrime, which was the result of many years of intensive efforts by the international community.

The delegation, which included representatives of the State Security Service, the Ministry of Foreign Affairs, the State Service for Special Communication and Information Security, and other government bodies, demonstrated a constructive and principled position during multilateral negotiations and made a substantive contribution to shaping the text of the document.

The Convention against Cybercrime was adopted by the UN General Assembly on December 24, 2024.

The Convention is the first legally binding international instrument establishing a unified global framework for combating cybercrime.

Ratification of the Convention will strengthen the activities of security and law enforcement agencies. The document regulates international legal procedures related to electronic evidence and enhances the effectiveness of transnational investigations. Urgent international cooperation mechanisms will enable prompt responses to cybercrimes.
