Ocampo’s large-scale disinformation campaign against Azerbaijan

Earlier, Minval Politika had published a series of materials consisting of video recordings in which former prosecutor of the International Criminal Court Luis Moreno Ocampo and his circle effectively exposed themselves while discussing an anti-Azerbaijan campaign.

The conclusion drawn from these statements is as follows: this is not about “values” and “principles,” but about a systematic pressure mechanism built with the involvement of the Armenian lobby, European politicians, and financial flows linked to Russia-Armenian business circles.

Ocampo openly speaks about his connections in the European Parliament, mentions the circle of Josep Borrell as well as Borrell himself, and without any hesitation describes mechanisms of influencing EU decisions — even the possibilities of exerting pressure on the European Commission. At the same time, financial mechanisms are also revealed: initially, funds came from Armenian sources, after which a group of sponsors, mainly consisting of wealthy diaspora representatives from Russia, joined in. According to our information, they include Samvel Karapetyan and Ruben Vardanyan. The main principle, however, is to operate through anonymity and closed schemes.

In addition, certain episodes also indicate interference in Armenia’s internal processes — even up to the discussion of scenarios for a change of power. As a result, what we are dealing with is not just lobbying, but a multi-level media, political, and financial operation directed both against Baku and toward destabilizing regional stability.

The editorial team of Minval Politika last week sent official inquiries to European structures, including the European Parliament, requesting clarification of possible links between Luis Moreno Ocampo and European institutions, as well as the circle of Josep Borrell, and asking whether any investigations had been conducted regarding potential lobbying, conflicts of interest, and corruption risks reflected in the videos. It was also asked whether the European Parliament is ready to launch an official investigation. A sufficient amount of time has passed — there is no response. The Minval Politika editorial team interprets this demonstrative silence unambiguously: in Brussels, they understand the essence of the issue well, but consider it unnecessary to comment.

Those same European structures, which usually react immediately to any information related to Azerbaijan, have this time taken a wait-and-see position. However, we will send another inquiry — either to try to obtain any official response or to once again prove that they have nothing to say.

Today, Minval Politika presents new video footage that once again fully exposes Mr. Ocampo:

Luis Moreno Ocampo: “… for me, the next step is to see how I can organize this on a platform that will use artificial intelligence in order to implement it in the necessary way. So, I am working with the University of São Paulo, on a project related to artificial intelligence at the Faculty of Physics. And now I have spent time with some friends in Spain who have connections with such companies. We were discussing the Armenian project as a pilot project of a company that uses artificial intelligence.”

Luis Moreno Ocampo: “If we are going to talk about this… it is something completely different. I don’t want to scare you, but I am involved in a lot of work. I am also a professor at the University of São Paulo in Brazil. I work with a physicist, […] in the field of physics. We are mainly using modern physics… and artificial intelligence to try to model and organize global order and global disorder. So, Brazil is funding this. We have supercomputers working on it. At first, we focused broadly, initially saying, ‘let’s work on global order in general.’ Then we said, ‘no, this is too complex, let’s deal with genocide.’ And then we said, ‘let’s deal with Nagorno-Karabakh,’ because I have a lot of data. We are working on Nagorno-Karabakh. Now I see this as an academic product, this is an academic project, and I must make the most of it. So, I am trying to establish a company that crosses borders and transforms the data we produce here into a format that reaches politicians and decision-makers. To gain more visibility, it should reach mainstream media and social media. It should also reach other academics so that it is solid and well-founded.”

Interlocutor: “But you are developing a program that uses artificial intelligence?”

Luis Moreno Ocampo: “Yes, yes”

Interlocutor: “Because there are programs that advise decision-makers, think tanks that come together. These have existed for a long time.”

Luis Moreno Ocampo: “Yes, yes”

In the recordings available to our editorial team, he no longer hides that he is trying to move his activities to a new stage — through the use of artificial intelligence. It is about creating an influence infrastructure in which an “academic project” is transformed into a tool of pressure on politicians, the media, and international institutions.

Ocampo speaks about cooperation with the University of São Paulo, the use of supercomputers, and attempts to model “global order” through artificial intelligence. However, more importantly, he directly points to Karabakh as one of the main directions and describes it as a “product from which maximum benefit should be obtained.”

He then goes on to talk about the creation of a transnational company aimed at turning the “produced information” into a tool of influence on decision-makers — in order to promote the required narratives through media, social networks, and expert circles.

In essence, this is about an attempt to industrialize information and political attacks — to dress them in a “scientific” form and scale them through technology.

Moreover, Luis Moreno Ocampo himself openly states that the system he is creating is not an abstract theory, but a concrete tool. This program is designed to direct anti-Azerbaijan campaigns related to the Karabakh issue, through specially created platforms, straight to decision-makers, international structures, and academic circles, to shape the desired agenda and reinforce it as an “expert position.” In essence, a large-scale influence mechanism is being launched against Baku, using deepfakes and other technological manipulation tools.

In other words, this is no longer just about a lobbyist, but about a hybrid operation that openly explains how pressure against states is built and scaled — from social networks to the offices of European officials.
